Notice of Race

1.   EVENT

1.1    The 2001 Mistral World Championship (MWC) will be held from Aug 17th>27th 2001 and shall be supported by the Mistral International Challenge Cup (MICC).  The MWC will count towards the ISAF World Sailing Ranking List.

 

2.   ORGANISER

2.1 The Championships will be organised by Nautical Athletic Club of Vari-Varkiza in co-operation with the Hellenic Yachting Federation, jointly the Local Organising Authorities (LOA), for and on behalf of and under specified conditions laid down by IMCO International and the ISAF.

 

3.   VENUE

3.1 The event will be based on the Nautical Athletic Club of Vari-Varkiza and racing may take place both in the bay and outside in the open sea. Weather conditions in August are expected to be warm (>270C) with windspeeds of 13-18 knots and average water temperatures of 22 0C > 25 0C

 

4.         RULES

4.1 This will be an ISAF sanctioned event governed by:

4.1.1 The ISAF Racing Rules of Sailing for 2001 - 2004 ("RRS") including App. B Sailboard Racing Rules;

4.2 The IMCO Class Rules including item 10 (Conditions which apply while racing) and the IMCO Championships & Racing Guidelines (Sects. 6, 12, 15, 16, 18 and App. E, F, G, H, & K) - THIS IS NOT A GOLD STANDARD EVENT;

4.2.1 Competitors notice is drawn to Class Rule 10.14 (Jockey Colours) which may be register

4.3 This Notice of Race ("NoR") & the Sailing Instructions (SIs);

4.4 Where there is a conflict between Class Rules and the NoR, the NoR will take precedence;

4.5 The event is classified as category 'C 'under the new ISAF Advertising Code;

 

5.   ELIGIBILITY & DISCIPLINE

5.1 All entries shall meet the requirements of RRS App. K.

5.2 A minimum of 3 races is required for a valid Championship/Series in that fleet.

5.3 Competitors shall possess valid third party liability insurance.

5.4 All IMCO competitors shall be members of a National IMCO or of IMCO International. Class Membership formalities can be completed on site.

5.5 MWC & MICC competitors shall race separately.

 

6    CLASSES

6.1 Mistral World Championship (MWC)

6.1.1 The Championship shall be a single discipline event for Divisions A & B.

6.1.2 The maximum size of a fleet/division shall be 120 Men (A) & 90 Women (B) who shall race separately, each in a maximum 12 race series over 7 days which shall include one reserve day, which may be used for racing.

6.1.3 Only competitors approved by IMCO Int. in accordance with the 2001IMCO World Championship Qualification System may participate.

6.1.4 MWC men may be divided into groups according to Class Rule 10.11

6.1.5 MWC Women shall race in one fleet.

 

6.2 Mistral International Challenge Cup (MICC)

6.2.1 The Challenge Cup shall be a single discipline 'Open Entry' event for Divisions B, C, D, E, F, G, H & I. They may race together in a maximum 10 race series over 5 days.

 

7      DIVISIONS

Men (A), Women (B)

7.1 Age Divisions

7.2.1 Youth (C) is a man or a woman who is less than 20 years; (>1982)

7.2.2 A Master (D) is a man who is more than 35 years old (1965 >) or a woman who is more than 30 years old (1970 >);

7.2.3  A Grand Master (E) is a man who has reached the age of 45 (1955 >) or for a woman 40 (1960 >)

7.2.4     A Veteran (F) is a man who has reached the age of 55 (1945 >) or for a woman 50 (1950 >)

7.2.5     Weight Divisions

-                         A lightweight is a man whose weight is less than 75Kgs (G)

-                         A Heavyweight is a man whose weight is more than 70Kgs (H)

-                         A Superweight is a man whose weight is more than 80Kgs. (I)

7.2.6 A competitor must have reached the minimum age limit, in the relevant division, by Dec. 31st 2000.

7.2.7 A competitor must not be older than the maximum age limit, in the relevant division, by Dec. 31st 2001

7.3 General 

7.3.1 Only divisions specified within each championship will apply. A minimum of 5 entries is required to constitute a 'fleet' or a division within a fleet. If the number of entries in a fleet/division reaches 60, that fleet/division may be given a separate start. 

 


8. EQUIPMENT

8.1 All competitors may bring their own equipment.

8.2 There may be a limited amount of charter equipment available. Reservations shall be made with your entry to IMCO International

8.3 Confirmation of your reservation will be sent by fax or e-mail only.

 

9. MEASUREMENT.

9.1 It is the responsibility of each owner/competitor to ensure that his/her sailboard and equipment conforms to the Class Rules.

9.2 MWC Competitors’ not carrying full ISAF Category “C” advertising shall comply with Class Rule 10.14 (Jockey Colours) which shall be carried on their sails at all times whilst racing. Competitors shall use their best endeavours to register Jockey Colours with IMCO International by August 1st 2001

9.3 Measurement and equipment checks may be made throughout the event.

9.4 Measurement prior to racing will be carried out in alphabetical order by country starting with A.

9.5 Competitors and their equipment shall be on site by 0900 hrs. on August 17th 2001.

9.6 National letters & sail numbers shall be black in colour and stuck “back to back” on an opaque white background immediately above batten 4 and as close to the leech as possible. Otherwise they shall comply with RRS App G 1.2 for craft less than 3.5 m in length. (Alteration of RRS Appendix B7.2)"

 

10. SAIL INSIGNIAS

All Sails should comply with the new national letter system according to the RRS 77 and App. H. 

 

11 BUOYANCY

If personal buoyancy is prescribed every competitor & support boat crewmember shall wear, above the waist, a jacket, harness, or vest with minimum buoyancy of 4kg. uninflated, in fresh water. The buoyancy shall be tested with a ferrous metal weight of 4kg. which shall remain supported for a minimum of 5 minutes.

 

12. LIABILITY.

 Competitors take part in all races at their own risk. The LOA & IMCO or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.

 

13. COURSES

Courses for each championship shall be as prescribed in the IMCO championship & Racing Guidelines, App. K except that ‘gates’ may be used in place of single marks. Windward/leeward courses may also be used.

 

14. SCORING

 The RRS low points scoring system (App. A2) will apply.  

 

15. INTERNATIONAL JURY

 An International Jury will be appointed in accordance with the RRS 70.4. Their decisions will be final and cannot be appealed.

 

16. SAILING INSTRUCTIONS (SI)/EVENT PROGRAMME

The 'Championship SIs' will be available at registration as will the Event Programme scheduling social events.

NB COMPETITORS OR TEAM SUPPORT PERSONNEL FAILING TO ATTEND EITHER THE OPENING OR THEIR PRIZE GIVING MAY BE LIABLE TO A FINE OF £10 EACH TIME, WITHOUT APPEAL

 

 

18. COACHES

18.1 Coaches are required to register in advance and advise the organisers if they propose to bring their own coachboats.

18.2 Coachboats will be available for charter of a minimum length of 4.5 metres (See Charter Form)

18.3 There will be a general coachboat if demand is sufficient.

18.4 Coaches shall wear a buoyancy aid when the “Y” flag is flown.

 

19. DRUG TESTING.

Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.

 

20. MEDALS AND PRIZES

Medals may be awarded to the first five Men/Women in each fleet/division.

 

21. TELEVISION AND MEDIA

In registering for the event, competitors automatically grant to the Organising Authority and IMCO International the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproductions of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

 

22.  BIBS/VESTS & COMPETITORS SAIL BRANDING.

22.1 During racing, competitors may be required by the organisers to wear bibs/vests carrying the event sponsors' branding. The top 20 competitors in each class/division may be seeded and carry their seeding numbers on their bibs/vests.

22.2 Competitors will be required to carry the event sponsor’s branding on their sail in an area 1000mm X 600mm below batten 4  at the clew end and above the boom.

 

23. DRESS CODE

23.1 Smart casual clothes will be required for the Opening Ceremony and Prize Giving Ceremony including the Mid-Event.

23.2 The organisers reserve the right to levy a fine of £10 each time on any person who does not attend the Opening Ceremony and/or their Prize Giving Ceremony or if in their opinion their standard of attire is not commensurate with the occasion.

 

24. ACCOMMODATION

24.1 Please see Appendix 5 for details of hotels with special rates for the event. Hotels identified thus (*) will have daily transfers to and from the race site twice daily. Contact the hotel of your choice to make your booking. Competitors are advised to pay a deposit for their accommodation to secure their accommodation

 

25. AIR TRAVEL/TRANSPORTATION

25.1 It is possible to get to Athens on scheduled flights. YOU MAY NEED A VISA, PLEASE CHECK THAT ALL IS IN ORDER BEFORE FLYING.

25.2. In order to arrange bus transfers from the International Airport to the Nautical Club, please complete FORM 3 and Fax: +3018979629 or email naovv@otenet.gr. You will be able to find out whether bus transfers are convenient for you, later at our official site www.naovv.gr. Bus transfer from the International Airport to the Nautical Athletic Club of Vari – Varkiza will cost £15.

25.3 Anyone using Superfast Ferries from Italy to Greece will get a ticket discount of 20%.

It will open from Aug 18th >19th and for registration from 1000hrs to 1700hrs. This address may also be used for contacting competitors during the event.

26.2 Competitors will be required to produce the following prior to completing registration formalities on site:

- Original Regatta Entry Form (Form 1)

- Original Bank Transfer/Draft details

- National Class Membership Card

- Evidence of valid third party insurance

- Parental/legal Guardian Assent (Form 2) if needed

- Measurement Form signed by the Official Measurer

26.3 Entry fees include £20 for lunch boxes and restaurant dinners on at the competition venue

 

27. ENTRIES

27.1 Competitors may enter in advance by mailing an official entry form (Form 1) with their entry fees by  July 17th 2001

27.2 Entries received after these dates may be charged the additional late entry fee of £30 at the discretion of IMCO Int.

27.3 The IMCO Executive Office must approve entries for the MWC. The class can take no responsibility for travel & accommodation bookings made in error.

 

28. PAYMENT

28.1 It is recommended competitors entering in advance pay by Visa or MasterCard through the IMCO website URL: http://www.imco.org .

28.2 Each competitor paying entry fees on site will also pay the late entry fee except for Host Nation Competitors.
